InstEd is a FREE Windows Installer Database Editor like Orca, but with many more features. It is designed for packaging professionals to do their work fast, and accurately.
They were released on the 27th April actually. A bit slow to update.

The Plus add-on doesn't work without a license. The site states a 30-day free trial, however, when trying to load the file manager, a license pop-up appears. Without a license, the manager won't load. How do I get a trial license?
This would imply that InstE Plus has been installed on that machine a t some point previously. You might like to confirm on another machine. If you still have trouble email contact@insteditcom.
